Devious Ruse tends to not have much impact most of the time - it's fairly rare in a combat that you use your entire Explode pool (this card doesn't matter unless you roll more explodes than you have Explode pool), and when you do in combat, you tend to be winning the combat anyway. If you have a landowner bonus and a lot of cash, you can throw it out just for fun; otherwise, you usually want to burn this card.

Devious Ruse is actually at its best when played on King's Guards - as they don't have an Explode pool naturally, Devious Ruse improves their combat abilities more than any other creature. Devious Ruse along with a Feral or two can actually make a King's Guard scary - if an opponent has infiltrated the palace, you can buff the nearby King's Guard that will likely attack them with this as a last-gasp effort to drive them out.
